Experts Urge Removal of Space Debris From Orbit

Action is needed soon to remove the largest pieces of space debris from orbit before the amount of junk destroys massive amounts of critical space infrastructure, according to a panel at the Sixth European Conference on Space Debris.

“Whatever we are going to do, whatever we have to do, is an expensive solution,” said Heiner Klinkrad, head of the European Space Agency space debris office, in a panel this week that was broadcast on ESA’s website.

“We have to compare the costs to solving the problem in an early stage as opposed to losing the infrastructure in orbit in the not-too-distant future.”

The panel estimated that there is $1.3 billion (1 billion Euros) worth of space satellite infrastructure that must be protected. The 200 most crucial satellites identified by the space community have an insured value of $169.5 million (130 million Euros), Klinkrad added.

Critical infrastructure, though not specified exactly by the panel, can include communication satellites and military eyes in the sky. Also at risk is that largest of human outposts in space — the International Space Station.

The conference concluded that without further action — even without launching any new rockets — it’s quite possible there could be a runaway effect of collisions producing debris within a few decades. Even a tiny object could act like a hand grenade in orbit if it smashes into a satellite, Klinkrad said.

A recent example of the problem: a piece of Chinese space debris smashed into a Russian satellite in March. It didn’t destroy the satellite, but altered its orbit.

To mitigate the situation, representatives suggested removing 5 to 10 large pieces of debris every year. They added they are uncertain about how soon a large problem would occur, but noted that the number of small objects is definitively increasing annually according to measurements done by the Walter Baade 6.5-meter Magellan Telescope.

“[It's] something we haven’t know until now. We have been suspecting it is the case … this is a new result which is very important.”

While highlighting the risk, the European representatives of the panel added they are not standing idly by. Already, there are regulatory changes that could slow the problem for future launches — although there still will be cleanup to do from five past decades of space exploration.

A few of the points brought up:

- German officials are working on an in-orbit satellite servicing solution called DEOS. “The DEOS project will for the first time demonstrate technologies for the controlled in-orbit disposal of a defective satellite,” Astrium, the prime contractor for the definition phase, wrote in a press release in 2012. “In addition, DEOS will practice how to complete maintenance tasks – refuelling in particular – that extend the service life of satellites.”

- France’s Parliament passed the Space Operations Act in December 2010. “Its chief objective is to ensure that the technical risks associated with space activities are properly mitigated, without compromising private contractors’ competitiveness,” French space agency CNES wrote on its website. “The government provides a financial guarantee to compensate damages to people, property or the environment.”

- A United Nations subcommittee of the Committee on the Peaceful Uses of Outer Space is working on space sustainability guidelines that will include space debris and space operations practices. More details should be released in June, although Claudio Portelli (a representative from Italy’s space agency) warned he did not expect any debris removal proposals to emerge from this work.

Huge New ESA Tracking Station is Ready for Duty

To keep in contact with an ever growing armada of spacecraft ESA has developed a tracking station network called ESTRACK. This is a worldwide system of ground stations providing links between satellites in orbit and ESA’s Operations Control Centre (ESOC) located in Darmstadt, Germany. The core ESTRACK network comprises 10 stations in seven countries. Major construction has now been completed on the final piece of this cosmic jigsaw, one of the world’s most sophisticated satellite tracking stations at Malargüe, Argentina, 1000 km west of Buenos Aires.

ESA’s Core Network comprises 10 ESTRACK stations: Kourou (French Guiana), Maspalomas, Villafranca (Spain), Redu (Belgium), Santa Maria (Portugal), Kiruna (Sweden), Perth (Australia) which host 5.5-, 13-, 13.5- or 15-metre antennas. The new tracking station (DSA3) at Malargüe in Argentina, joins two other 35-metre deep-space antennas at New Norcia (DSA1) in Australia (completed in 2002) and Cebreros (DSA2) in Spain, (completed in 2005) to form the European Deep Space Network.

The essential task of ESTRACK stations is to communicate with missions, up-linking commands and down-linking scientific data and spacecraft status information. The tracking stations also gather radiometric data to tell mission controllers the location, trajectory and velocity of their spacecraft, to search for and acquire newly launched spacecraft, in addition to auto-tracking, frequency and timing control using atomic clocks and gathering atmospheric and weather data.

Deep-space missions can be over 2 million kilometres away from the Earth. Communicating at such distances requires highly accurate mechanical pointing and calibration systems. The 35m stations provide the improved range, radio technology and data rates required to send commands, receive data and perform radiometric measurements for current and next-generation exploratory missions such as Mars Express, Venus Express, Rosetta, Herschel, Planck, Gaia, BepiColombo, ExoMars, Solar Orbiter and Juice.

DSA3 is located at 1500m altitude in the clear Argentinian desert air, this and ultra-low-temperature amplifiers installed at the station, have meant that performance has exceeded expectations. The first test signals were received in June 2012 from Mars Express, over a distance of about 193 million km, proving that the station’s technology is ready for duty.

“Initial in-service testing with the Malargüe station shows excellent results.” “Our initial in-service testing with the Malargüe station shows excellent results,” says Roberto Maddè, ESA’s project manager for DSA 3 construction. “We have been able to quickly and accurately acquire signals from ESA and NASA spacecraft, and our station is performing better than specified.”

All three tracking stations are also equipped for radio science, which studies how matter, such as planetary atmospheres, affects the radio waves as they pass through. This can provide important information on the atmospheric composition of Mars, Venus or the Sun.

The tracking capability of all three ESA deep space stations also work in cooperation with partner agencies such as NASA and Japan’s JAXA, helping to boost science data return for all. The three Deep Space Antenna can be linked to the 7 stations comprising the Core Network as well as five other stations making up the larger Augmented Network and eleven additional stations that make up a global Cooperative Network with other space agencies from around the world.

Now that major construction is complete, teams are preparing DSA 3 for hand-over to operations, formal inauguration late this year and entry in routine service early in 2013.

Well, it’s official. After ten years of groundbreaking observation of our planet, ESA has declared the end of the Envisat mission after losing contact with the satellite on April 8, 2012. All attempts to re-establish communication with Envisat have so far been unsuccessful, and although recovery teams will continue to determine the cause of signal loss and try to regain a signal over the next several weeks, the mission — and the satellite — have been retired.

Having performed twice as long as originally planned, the hardworking Envisat has definitely earned its rest.

On April 8, the European Space Agency lost communication with the Earth-observation satellite, preventing reception of data as it passed over the Kiruna station in Sweden. Although later confirmed that the satellite is still in orbit, the recovery team has not been able to re-establish contact.

It’s thought that a loss of a power regulator could be blocking telemetry and telecommands from reaching Envisat, or else the satellite may have experienced a short-circuit and attempted to go into “safe mode” but experienced difficulties during the transition, leaving it in an unknown state.

ESA states that the chances of ever regaining communication with Envisat are extremely low.

While we had reported before on the last image received before falling silent, the image below is actually the final image from Envisat, an X-band image of the Canary Islands.

During its lifetime, Envisat completed 50,000 orbits of Earth and returned over a thousand terabytes of data, containing invaluable measurements of our planet’s surface and atmosphere that were used in more than 2500 science publications.

NASA Budget Cuts in Fiscal Year 2013 will force NASA to kill participation in the joint ESA/NASA collaboration to send two Astrobiology related missions to orbit and land rovers on Mars in 2016 and 2018 – designed to search for evidence of Life. Russia will likely replace the deleted Americans.

 

America’s hugely successful Mars Exploration program is apparently about to be gutted by Obama Administration officials wielding a hefty budget axe in Washington, D.C. Consequently, Russia has been invited to join the program to replace American science instruments and rockets being scrapped.

NASA’s Fiscal 2013 Budget is due to be announced on Monday, February 13 and its widely reported that the Mars science mission budget will be cut nearly in half as part of a significant decline in funding for NASA’s Planetary Science Division.

The proposed deep slash to the Mars exploration budget would kill NASA’s participation in two new missions dubbed “ExoMars” set to launch in 2016 and 2018 as a joint collaboration with the European Space Agency (ESA).

The ESA/NASA partnership would have dispatched the Trace Gas Orbiter to the Red Planet in 2016 to search for atmospheric methane, a potential signature for microbial life, and an advanced Astrobiology rover to drill deeper into the surface in 2018. These ambitious missions had the best chance yet to determine if Life ever evolved on Mars.

The 2016 and 2018 ExoMars probes were designed to look for evidence of life on Mars and set the stage for follow on missions to retrieve the first ever soil samples from theRed Planet’s surface and eventually land humans on Mars.

The proposed Mars budget cuts will obliterate these top priority science goals for NASA.

The BBC reports that “ a public announcement by NASA of its withdrawal from the ExoMars program will probably come once President Obama’s 2013 Federal Budget Request is submitted.”

A Feb. 9 article inScienceInsider, a publication of the journal Science, states that “President Barack Obama will propose a $300 million cut in NASA’s planetary science programs as part of his 2013 request for the agency.”

This would amount to a 20% cut from $1.5 Billion in 2012 to $1.2 Billion in 2013. The bulk of that reduction is aimed squarely at purposefully eliminating the ExoMars program. And further deep cuts are planned in coming years !

The Mars budget of about $580 million this year would be radically reduced by over $200 million, thereby necessitating the end of NASA’s participation in ExoMars. These cuts will have a devastating impact on American scientists and engineers working onMars missions.

The fallout from the looming science funding cuts also caused one longtime and top NASA manager to resign.

According to ScienceInsider, Ed Weiler, NASA’s science mission chief, says he “quit NASA Over Cuts to Mars Program.”

“The Mars program is one of the crown jewels of NASA,” said Ed Weiler to ScienceInsider.

“In what irrational, Homer Simpson world would we single it out for disproportionate cuts?”

“This is not about the science mission directorate, this is not even about NASA. This is about the country. We are the only country in the world that has demonstrated the capability to land anything on Mars. How can we allow that to be undermined?”

Weiler’s resignation from NASA on Sept. 30, 2011 was sudden and quick, virtually from one day to the next. And it came shortly after the successful launch of NASA’s GRAIL lunar probes, when I spoke to Weiler about Mars and NASA’s Planetary Science missions and the gloomy future outlook. Read my earlier Universe Today story about Weiler’s retirement.

Ed Weiler was the Associate Administrator for NASA’s Science Mission Directorate (SMD) and his distinguished career spanned almost 33 years.

The dire wrangling over NASA’s 2013 budget has been ongoing for many months and some of the funding reductions had already leaked out. For example NASA had already notified ESA that the US could not provide funding for the Atlas V launchers in 2016 and 2018. Furthermore, Weiler and other NASA managers told me the 2018 mission was de-scoped from two surface rovers down to just one to try and save the Mars mission program.

ESA is now inviting Russian participation to replace the total American pullout, which will devastate the future of Red Planet science in the US. American scientists and science instruments would be deleted from the 2016 and 2018 ExoMars missions.

The only approved US mission to Mars is the MAVEN orbiter due to blastoff in 2013 – and there are NO cameras aboard MAVEN.

NASA is caught in an inescapable squeeze between rising costs for ongoing and ambitious new missions and an extremely tough Federal budget environment with politicians of both political affiliations looking to cut what they can to rein in the deficit, no matter the consequences of “killing the goose that laid the golden egg”.

NASA Watch Editor Keith Cowing wrote; “Details of the FY 2013 NASA budget are starting to trickle out. One of the most prominent changes will be the substantial cut to planetary science at SMD [NASA’s Science Mission Directorate]. At the same time, the agency has to eat $1 billion in Webb telescope overruns – half of which will come out of SMD.”

The cost of the James Webb Space Telescope (JWST) has skyrocketed to $8.7 Billion.

To pay for JWST, NASA is being forced to gut the Mars program and other science missions funded by the same Science Mission Directorate that in the past and present has stirred the public with a mindboggling payoff of astounding science results from many missions that completely reshaped our concept of humankinds place in the Universe.

Meanwhile, China’s space program is rapidly expanding and employing more and more people. China’s scientific and technological prowess and patent applications are increasing and contributing to their fast growing economy as American breakthroughs and capabilities are diminishing.

Under the budget cutting scenario of no vision, the Curiosity Mars Science Laboratory rover will be America’s last Mars rover for a long, long time. Curiosity will thus be the third and last generation of US Mars rovers – 4th generation to be Axed !

‘LOST’ RUSSIAN MARS PROBE PHONES HOME

The Russian Mars mission Phobos-Grunt has made a surprise announcement: she’s alive.

According to the European Space Agency’s (ESA) Twitter feed in the early hours of Wednesday morning, a tracking station in Perth, Australia, picked up a signal from the ailing spacecraft:

Within minutes, the promised news appeared on the agency’s website:

On Tuesday, 22 November at 20:25 UT, ESA’s tracking station at Perth, Australia, established contact with Russia’s Phobos-Grunt spacecraft. This was the first signal received on Earth since the Mars mission was launched on 8 November. ESA teams are working closely with engineers in Russia to determine how best to maintain communications with the spacecraft. More news will follow later.

This is obviously a surprise, especially as the 13-ton probe hasn’t signaled ground stations at all since itslaunch from Baikonur Cosmodrome in Kazakhstan on Nov. 8.

NEWS: ‘Little Chance’ of Saving Stranded Mars Probe

Soon after launch, it became clear that the upper stage engine had malfunctioned and the probe was stranded in low-Earth orbit rather than coasting its way to Mars.

For a long period, Russian space officials remained silent, and the only news on the fate of the spacecraft came from other space agencies, amateur astronomers and leaks from individuals within the Russian space industry.

On Tuesday (Nov. 22), Roscosmos broke its silence and confirmed that there was “little chance” of salvaging the mission.

But after Wednesday morning’s dramatic turn of events, is there a tiny glimmer of hope that if communications with the probe can commence, perhaps the mission isn’t doomed after all?

NEWS: Is Russian Mars Probe ‘Trying to Save Itself’?

That might be a bit of a stretch — after all, no one is sure what the problem is; whether it’s a software glitch or complete hardware failure. There is no way to know if communications will continue, or whether the Perth ground station was lucky.

But one thing is for certain, something is ticking inside the onboard electronics of Phobos-Grunt, perhaps it’s the leverage Russian engineers need to gain access and correct the problem.
